As this question has no factual basis, its answer only depends on the mood of Jacques Chirac, who alone decides what France does in matters of military action and foreign affairs?
Some readers surely thought that Jean Tsadik was exaggerating when, in the context of the French military deployment within the framework of the UN forces along our northern border, he spoke of the risk of confrontations between the soldiers of Paris and those of Tsahal [the Israeli Defense Forces. Translator´s note]. If we are to believe the ill-considered threats uttered by French officers in the direction of their Israeli counterparts, it could unfortunately turn out that our comrade has again predicted accurately.
And it is not a matter of rumors, since it is Defense Minister Amir Peretz who reported the existence of these threats yesterday (Monday), during the regular session of the Knesset Committee for Foreign Affairs and Defense.
Mena is in a position to inform its readers that ultimata were delivered to Tsahal by colonel Lalanne-Berdouticq of the tricolor contingent. The latter informed his counterpart of "the possibility that the French may have to open fire if the Israeli air force aircraft continue to fly over Lebanon".
Things could deteriorate because Amir Peretz did not content himself with saying that "Israel would continue to patrol the Lebanese skies as a long as UN resolution 1701 of the Security Council is not implemented". Nor did he stop at saying that "these incursions are essential for the safety of the country, particularly when soldiers of Tsahal remain hostages of the Party of God and the latter continues to receive supplies of weapons".
In addition, the minister indeed advised the Knesset members present at the meeting that the Hebrew State was officially going to inform the committee in which it sits alongside representatives of the United Nations Interim Force in Lebanon (UNIFIL) and the Lebanese army, that our country "would be constrained to act unilaterally if the weapons deliveries [to Hezbollah on Lebanese territory] do not end."
Peretz stated that "Israel has undisputable evidence that Syria is currently transferring weapons and munitions to Lebanon," in complete violation of the agreement of suspension of the hostilities, and without eliciting the least reaction from UNIFIL or from the government of Beirut. In this respect, the observations of the German army concerning this trafficking coincide in all details with those of Tsahal.
In complete violation of Resolution 1701? (*)
Sure! Numerous provisions of this Resolution are not being applied by the Lebanese government, to the greatest indifference of the UN soldiers in general and the tricolor contingent in particular: first of all, the text of this Resolution provided that it was necessary to "address urgently the causes that have given rise to the current crisis, including by the unconditional release of the abducted Israeli soldiers", and that these measures were to occur simultaneously with the cessation of hostilities.
However, not only have our soldiers not been released, but the authorities of Beirut have not even deigned to force Hezbollah, that belongs to their cabinet, to provide the least indication establishing the three soldiers are still alive and in good health.
The information-gathering missions of the Israeli fighter-bombers, which France would like to put an end to, are useful, inter alia, for making sure that our prisoners are not transferred to Syria or Iran as was navigator Ron Arad, whose twentieth year of detention – without the least news – we commemorated yesterday! Without going into details, the satellites at our disposal are unable to collect a certain number of data regarding the transport of people and equipment, which only these planes are able to gather. In other cases, at the time of these missions, it is important to check by cross-referencing the information transmitted from space.
Considering that we are dealing with monsters who have displayed their degree of inhumanity in the detention of Arad, –with the greatest contempt for all conventions governing the fate of the prisoners as well as all standards of morality –, it is impossible for a civilized country like ours, concerned by the fate of its soldiers, to be deprived of these monitoring flights. Just as it seems inconceivable, at first sight, that another civilized state should take the risk of a confrontation in order to prevent the aforesaid flights in the circumstances thus described.
Of the other commitments the Lebanese have failed to implement, I note among the most important those that led Israel to stop its offensive : those stipulated in article 3 of Resolution 1701, which specifies that the Lebanese government should exert its complete authority over the entirety of its territory, so that no weapons remain there. In fact, the UNIFIL soldiers and the Lebanese army rub elbows with the Shi´a terrorist militiamen in the South, without attempting to disarm them, even though they know the site of the majority of their arsenals. In the Bekaa valley, they are simply absent and do not even try to secure the borders of the country of the cedars, even though this obligation is specified in article 14 of the same document.
Article 8 of the Resolution establishes the principles underlying the cease-fire and that provide the foundations for a long-term solution. Obviously, these principles invite Lebanon to exclude all foreign forces from its territory as well as any sale or supply of weapons and related materials.
In article 15, the Security Council is even more precise on these key point, since it "decides" that the "States" must take "the necessary measures" specifically to prevent "a) the sale or supply to any entity or individual in Lebanon of arms and related materiel of all types, including weapons and ammunition, military vehicles and equipment, paramilitary equipment, and spare parts for the aforementioned, whether or not originating in their territories […]"
It is under these conditions that Israel agreed to silence its weapons, and it is in order to help the Lebanese government apply them that the UNIFIL soldiers – the French among them – were deployed on the territory of our northern neighbor. However, none of these principal conditions has yet been abided by so far.
However, the text of this resolution explicitly recognizes that if these measures are not taken, the non-resumption of violence could not be guaranteed. Not content with making no effort to implement these provisions, France now takes the liberty of threatening to open fire on the Israeli pilots, if they continue their peaceful operations intended to assess the extent of the damage caused by the non-application of the resolution that put an end to the war.
Not only is it unbelievable, it is an undertaking that is as iniquitous as it is idiotic and dangerous. Because if the French launch just one single missile against our planes, we have order to destroy – immediately and without the least consideration for the nationality of those who endanger our mission – the source of fire and its agents. A limited military confrontation would inevitably follow between two countries that, theoretically at least, share the same values regarding civilization and politics.
I will not enter into an evaluation of the abilities of the two parties involved if, following a French initiative of this type, our two countries were drawn into a confrontation on a broader scale. I will not do so as it is such a stupid possibility, equally as stupid as are those who have forced us to envisage it. I will just say that neither of the two countries, France or Israel, has the military power necessary to carry out a conventional conflict to the other´s doorstep. Nevertheless, this conclusion means that it is not in the interest of Paris to play the big bully with us in Southern Lebanon, that is to speak on a strictly military level.
So what interest does France have in letting its officers make such far-fetched claims? The only one that I can logically perceive is the will to make a show of enmity towards Israel in a message directed at the Arab world in general, and at Hezbollah specifically. The command of the red-white and blue army and its secret services know full well that it is Hezbollah that, while they were still in diapers, bombed the Drakkar building in Beirut in 1982, killing 52 of their paratroopers. They also know –we know they do – that the current Hezbollah commander in the zone where France operates is none other than the mastermind behind this attack.
Therefore, these past days, we observed an unquestionable tension between the terrorist Shi´a organization and the German contingent taking part in the UNIFIL, Allah´s fanatics accusing the Germans of having come to do the imperialist bidding of Israel and the United States in the region. Perhaps these empty French threats are meant to be a pacifying signal in direction of the Hezb, to make them understand that Paris is adopting its slogans with respect to the Zionists and that it is thus unnecessary to prepare Drakkar II. This possibility is very likely.
Will the French shoot at our planes to put their words into action according to the same reasoning? That is more doubtful. However this possibility should not be dismissed, even if it borders on strategic, tactical and political insanity. But it would probably net some juicy contracts for French companies, from the most islamo-fascist countries of the Middle East. Is that worth a skirmish with Israel? Some soldiers who will die for nothing? Followed by a great exodus – that would become inevitable – of Jews from France? As this question has no factual basis, its answer only depends on the mood of Jacques Chirac, who alone decides what France does in matters of military action and foreign affairs.
It is true that Mena has noticed that Parisian diplomacy always prepared a symbolic act of enmity at each important meeting between the two countries. It is a matter of showing Arab clients that that they are not hand-in-glove with Israel, that there is never perfect agreement. Remember Mitterrand´s and Chirac´s loutish behavior, in Jerusalem, when visiting Notre-Dame, or during Ehud Barak´s visit in Paris when, in connection with Enderlin´s imposture, Chirac whispered to Barak, just loud enough to be recorded and standing squarely in front of the cameras, that "it is really no policy to kill children!"
However, they are playing a rather dangerous game when they get soldiers in the field involved in a diplomatic ploy. All it would take is one of our pilots who, feeling in danger, would allow an overly nervous finger to press the button, for the threats of the UNIFIL French officers to turn into catastrophe. And if Paris made a mistake, it should publicly sanction its colonels! Otherwise, we will need we ask some questions of His Excellence Jean-Michel Casa, the new French ambassador in Tel-Aviv. You are not unaware that to be aware of and understand even things that seem devoid of meaning, you can always count on Mena...
